Get Rid of The Bus Free Ride Area

If we can charge visitors $4.50 to ride the monorail why can't we charge them $1.50 to ride the bus? Bus commuters already have transfers or most likely took the bus to get downtown. If the purpose of the bus it to allow tourists downtown to easily get around the city why are there rarely any tourists on the bus?

Some of us that live close to downtown take advantage of the "ride free" area as well. Anything that gives people more incentive to bus/walk instead of driving and clogging up traffic is good.

Don't get me wrong, I understand there are those downtown that utilize the free ride area but I feel like generally speaking it only benefits a few people - and why should just downtown have a free ride area?
